eKatastar — Cadastral management platform
National Information System for Real Estate Cadastre Management
National Information System for Real Estate Cadastre Management
eKatastar is a comprehensive information system for the digital management of the real estate cadastre at national level. The platform supports the complete lifecycle of cadastral business processes — from case registration and processing, cadastral changes and data maintenance to the issuance of official documents, institutional data exchange and publication of cadastral information through electronic services.
The system integrates alphanumeric and graphical spatial information on cadastral municipalities, parcels, buildings, individual property units, rights, right holders and other elements of the official cadastral register. Integrated management of spatial and attribute data ensures that changes are processed within a unified information environment while maintaining relationships and consistency across cadastral records.

Key platform components
Unified management of cases, GIS, documents and services.

Case management and cadastral changes
The core system supports case management and the registration of cadastral changes through defined business workflows. Authorised users can process applications, review the current cadastral status, register changes to properties and rights, manage associated documentation and follow the complete lifecycle of a case from initial submission to final registration in the official records.

Integrated GIS component
An integrated GIS component provides visualisation and editing of spatial information, management of cadastral parcels and buildings, connection of geometries with alphanumeric records and access to other relevant spatial layers. This brings the administrative and geometric components of cadastral records together within a single business process.

Electronic document issuance
The system supports automated generation and electronic issuance of official cadastral documents and information based on the current state of the central register. Documents can be associated with individual cases, electronically signed and made available through appropriate internal and public electronic services.

Service-oriented architecture
eKatastar is built around a service-oriented architecture that enables controlled data exchange with government institutions, external information systems and authorised professional users. Standardised services provide access to relevant cadastral information without requiring direct access to the central database, supported by appropriate authentication, authorisation and access-control mechanisms.

Services for professional users
Dedicated electronic services provide professional users, including notaries and other authorised institutions, with access to cadastral information and documentation required for their business processes. Electronic data exchange reduces reliance on paper documentation, accelerates administrative procedures and enables direct communication between the cadastre and connected institutions.

Public eKatastar portal
The public eKatastar portal provides citizens and other users with online search and access to publicly available information from the official cadastral register. This makes selected information from the central system available through the web without requiring users to visit the responsible authority.

Centralised architecture and security
The system architecture is designed for centralised management of large volumes of cadastral and geospatial data, simultaneous work by a large number of users and integration of organisational units within a unified national information system. Particular attention is given to security, traceability of changes, user access control and the reliability and integrity of data forming the official real estate register.

A unified information ecosystem
eKatastar provides a central digital infrastructure connecting internal cadastral workflows, GIS and databases, case and document management, electronic services, professional users and public access to cadastral information within a single integrated information ecosystem.
